The Interactional Research Between Environmental Regulation And Technology Innovation Of Enterprise

China which is at a crucial stage of the modern industrial process, faced two major challenges which are increasing the national capacity for independent innovation and safeguarding the ecological environmental safety. China must in-depth the main of independent innovation of country ,and further research the relationship between environmental regulation and technological innovation from mirco-enterprise,in order to achieve "win-win" between national self-innovation capability and the ecological environment,and consider that the enterprise is he main body of the national independent innovation. Understand and grasp correctly the interaction between environmental regulation and technological innovation ,is not only effective in promoting technical innovation of Chinese enterprises enthusiasm, but also for environmental regulation policy-makers to provide new ideas, thereby enhancing the efficiency of environmental regulations.In the contents of study , this paper, first sum up the research results of the interaction between environmental regulation and technological innovation at home and broad , then uses the theory of industrial organization to analysis that environmental regulation promote technological innovation of enterprises by changing constraints of business objectives and structure of industrial organization, following analysis that technological innovation of enterprises influences the object, standard and tool selection by knowledge spillovers, optimize the industrial structure, in the framework of corporate social responsibility and the mode of Circular Economy,thus formatting the interaction mechanism between environmental regulation and interaction of technological innovation; later the paper uses medium-sized enterprises of 30 provinces and autonomous regions in China as samples , to build a fixed effect panel data model to demonstrate environmental regulation on the impact of technological innovation ,and introduces the Granger test of panel data model to prove the technological innovation impact environmental regulation, Thus the positive analysis validate the previous theoretical analysis, that is of environmental regulation impacts the technological innovation significantly, while the technological innovation affects environmental regulations in the time lag three ; Finally, according to the conclusions of theoretical analysis and empirical analysis of ,the paper offer some policy recommendations that how to coordinate the development of environmental regulation and technology innovation of enterprise. In the research methods,this paper applies the combination of theoretical analysis and empirical testing ,and the combination of case studies and statistical analysis, to analyse and proof the interaction between the environmental regulation and technological innovation from different perspectives systemly.Although this article attempts to depth to research the interaction between environmental regulation and technological innovation ,and achieve innovation in two ways that analysing corporate technology innovation impact environmental regulations from multiple perspectives systemly ,and introduce panel data model of the Granger test to demonstrate that technological innovation of interprise impact Environmental Regulation, but this paper still need to be improvement because with the limilations of paper length, literature and personal ability .
