Research On Special Funds Of Information Supervision System

Special funds as important component of financial resource in the social economic development, they played a private role in industrial structure adjustment and macroeconomic regulation and control. It not only related if the party and state policies could implemented well, but also directly related if the people could really enjoy the fruits which given by economic development. The paper based on the theory, use the normative research and survey research methods, analyze the problem and reason on the use of special funds, and discuss the special funds of information supervision mode, provided services for our country's special funds in practice.First, the paper mainly discusses the necessity select this topic, the content and the research methods. Introduced the actuality about home and abroad, based on the recognition of the concept in theory, we clarified the basic meaning of special funds'information supervision mode. And make a summary on the basic theory about the research in this paper.Second, take Qinhuangdao city for a example, and list relevant information and data, come out a comprehensive analysis of the status quo on the special funds'supervision, point out that the current mode of special funds is emphasize on the after treatment in the project approval, disbursement, use, supervision, all aspects are existing a series of problems. And the reason of the problem is mainly due to the lag on supervision concept, the imperfect supervision organization system and the unsound laws and regulations.Third, this paper is aim at the problem that appears in our country about the special funds'supervision, introduced the results rely on theory. The way to settle should be the sound information supervision platform and the relevant system, the law system, the operating mechanism of supervision platform and the supervision organization and its evaluation system. Finally, carry through a feasibility analysis from economic, policy, and technical of the implementation of information supervision mode, and according to the results achieved by the pilot, based on the status quo of special funds, combined with the experience of Qinhuangdao supervising system platform that the author lead and direct, recommendations should be gradually expanded information supervision mode.
