In recent years, as market competition intensified, more and more businesses have realized that since the new market conditions have changed in the past, the traditional model, simply to rely on financial data on business management performance measurement, will be replaced of the new performance management system, a comprehensive evaluation of the whole enterprise. With its emphasis on comprehensive and balanced measurements on financial and non-financial, results and motivation, long-term and short-term indicators, the Balanced Scorecard converses the corporate strategy into a set of interrelated mass index system and measures overall competitive strength of the enterprise on the realization of the strategic objectives of the enterprises and the vision of integrated planning.In this paper, we take the HC Company for the study, on the basis of its company strategic planning and its real-life status in industry. First, we analyze the company thoroughly by way of drawing the corporate strategy map, revealing the key factors which drive the business performance. Then, we analyze the logical relationships between the drivers and work out specific targets and indicators of the evaluation, as long as the value calculation methods. During the indicator development process, the paper has focused on the driving ability of the performance indicators at all levels, and the balance that between the capacity constraints of the indicators; Thus, we can ensure that evaluation results can provide effective supervision and management on the enterprises'integrated development, to prevent the unbalanced development under the biased index system.In the last part, the paper first uses AHP to allocate the weights of the indicator between the levels, and then apply the data envelopment analysis, based on the data of HC's 14 members, to calculate the respective weight for each indicator within every level; finally, we can figure out the overall weights on evaluation indicators of the Balanced Scorecard. The combination of the two kinds of calculation methods on the weight allocation of the indicators has changed the limitations of the mainly subjective-based judgments in the past and enhances the objectivity and the impartiality of the evaluation results.
