Employment is vital to people. Employment is not only a major economic issue, but also a major social and political issue. The great significance of salving employment problem is maintain social and political's stability, promote social's harmony and development. China is the largest developing country in the world. But serious pressure in employment appears in the shift of highly-concentrated planning economic system to market economic system and in the transition process of economic system reform and dualistic economic structure. There are 1.3 billion population in China, and the problem of employment is more complex than any other country, and the task of enlarging employment is heavier than any other country. Having entered the new century, China faces more serious employment pressure than before. Although the government agencies have adopted all kinds of measures to salve this problem, the problem is still not resolved. The paper bases on the fundamental employment theory of economics, and comparing foreign countries'employment problem and employment policies, we emphatically analyze China's employment situation, which makes a summary of the past as well as the current employment situation and employment policies; then we analyze the main problems which should be solved and summarize some experiences. Finally we give some more practical policy suggestions.The paper analyzes the academic study and practice significance of developing employment policy, begins with the concept of employment, uses the public choice theory as theoretical basis, bases on occupying the detail study data, and synthetically uses the analysis methods such as empirical analysis, quantitative analysis, qualitative analysis, mathematical statistics and analogy induction and so on. The core framework of this study is composed of four parts. The first part is divided into the basic concepts outlined. This section defines the concept of employment, unemployment and the employment policy. The second part analyzes the situation of unemployment from economy development angle, especially some characteristics of China's employment, and summarizes the employment policy at the present stage, analyses the outstanding issues of the employment. The third part of the article is about the foreign theory and practice of employment and enlightenment to China. First, analyses the foreign theory of employment, then introduces the measures of how to solve the employment in the abroad. In light of the actual conditions in China, poses foreign employment theory and practice of our inspiration. The fourth part gives some policy suggestions about solving China's employment issue. The content includes:taking active employment's monetary and financial policy; improving the labor market regulation and control policy; improving the unemployment insurance policy; a special policy for special populations:promoting the college graduates' employment; opening up the farmers' employment channels; helping cities and towns have difficulty find employment. In addition, the paper has innovation in the area of research perspective and policy recommendation. In other words, the paper combines economics principles with management theories, as theoretical support, and proposes to build the farmers' company.
