China Government Administrative Service Fees, Management Study

The government's administrative fees are an important component of national revenue. They include many projects and cover a wide range. They cover almost all aspects of functions fulfilled by the government. They play a more important financial position in all levels of government, especially in local government. Administrative fees have also played a positive role in optimizing resources allocation, strengthening macro-control, improving public services and regulating the behavior of economic agents. Therefore, how to regulate the government's development of administrative fees, and in particular, how to regulate the management of government administrative fees have become a problem urgently to be solved by many public managers.The paper proceeds from reality in study methods, integrates the theories, methods and practices of finance, economics, statistics and other disciplines, analyzes the present situation and problems of administrative fees management, comparatively analyzes and learns from the advanced management experience abroad, and puts forward some thoughts and strategies of improving the management of administrative service fees.The study can be divided into the following parts. The first chapter is the introduction, and it mainly introduces the research background, research significance, research status, research methods and research ideas of administrative fees management. The second chapter is the theoretical study of administrative fees, and it introduces the concept, classification, basic characteristics of administrative charges and levy basis of administrative fees, the comparison between administrative fees and tax and the theoretical basis of fees management. The third chapter summarizes the administrative fees of our government. It first summarizes the development process and management evolution of administrative fees, then it introduces the main systems in the current management of administrative fees levied by our government, and it finally conducts the empirical analysis of the size and structure of the government's administrative fees. The fourth chapter analyzes the existing problems and causes of the administrative fees management, and it can be primarily developed in such aspects as project management, standards management, collection management, funds management and supervision management. The fifth chapter compares the fees items and fees management modes of market economy countries like United States and Canada, and sums up experiences to be learned from. Finally, the sixth chapter proposes countermeasures system and supporting measures of constructing the management system of the government's administrative fees and charges amid the public finance system.In brief, with the deepening reform of socialist market economy system and the continuous pushing forward of the reform in the government's administrative fees, the government will gradually get standardized and improved in the management of administrative fees.
