The financial crisis began from the US subprime mortgage broke out, the spread of which is breadth and the impact is also the deepest. That raised the deep thinking about the original system of financial regulation theory. In many analysis and summary of reasons which caused this crisis, people realized that the financial regulatory system lagged behind the development of the financial crisis is a key factor in the emergence and spread of the crisis. In the development of the financial regulation, it's always lags behind the pace of the development of financial markets. When the new financial products emerged, the financial regulation is still in a blank state. In the view of this, major countries and regions in the world responded actively to the disposal of the crisis and also raised their own financial regulatory reforms as promoting economic recovery.From the internal relationship between the financial crisis and financial supervision, and the mainstream theory of financial regulation and the deficiencies and shortcomings of financial supervision before the crisis, this paper make a detailed comparative analysis about the regulatory philosophy which the United States, Britain and the EU uphold before the crisis, including their own regulatory regime and its disadvantages. Then sum up people's consideration about the original concept of regulation, proposing a new regulatory philosophy. Also analyzed the financial regulatory reform the United States, Britain and the EU issued under their concept of the new regulatory guidance. According to changes of the regulatory philosophy before and after the crisis and the financial regulatory system reform in various countries and regions, propose some recommendations about how to improve financial regulatory system in China.There are mainly four parts in this paper:From the financial regulation theory before the crisis, the first part made a detailed discussion about the driven theory of financial regulation before the crisis and the regulatory measures the United States, Britain and the EU have taken in this theoretical background.The second part analysis the problems and shortcomings exposed in the financial regulatory system before the crisis and the new changes in financial regulation after the crisis.In the third part, according to the new changes in the theory of financial regulation, countries have issued a detailed financial reform plan. Then make a description about the financial regulatory reform of the specific measures in the United States, UK and EU after the crisis.With the US, UK and EU financial regulation lessons learned during the crisis and the reform measures they have taken after the crisis, the fourth part analysis the current situation of the financial supervision in China, then propose measures to improve it.
