It is very important to research how to lighten the burden of the employees.The State started to cancel the agriculture tax in 2006; the State department enacted the law of innovation of tax and fee in March of the same year. This brings opportunities to lighten the burden of the employees. The Corps government paid attention to this work, adopted a range of measures and gained achievements, however many issues exist. This dissertation wants to research the long effective mechanism to lighten the burden of the employees.This dissertation first analyzed the quantities of the burden of the employees divided two stages before and after the cancel of the agriculture tax, educed that different Corpses had variance degree of lighten the burden of the employees, and the burden of the employees may be rebounded and It will be possible to enter the vicious circle of the Law of Huang Zongxi. Secondly, this dissertation found out the root of the heavy burden from the factors of special system, population and economy, analyzed the impact of the Corpses' system, population changes, population quality, aging population and the strategy of the agriculture. Thirdly, reviewing the changes of the lighten burden policies divided five periods, and evaluated it from the aspects of the restrictions of the constitution of the policies, the effectiveness of the execution of the policies and the supported conditions. Finally, put forward the countermeasures and suggestions to lighten the burden of the employees, mainly contained to further the understanding of the importance of the lighten burden tasks, to increase the fiscal transfer payments to the Corpses, to intensify the reform of the Corpses'structure, to make and implement rational population policies and to speed up the development of the secondary and tertiary industries.
