Since the 1990s of last century, the modern computer network technology has been rapid development, and gradually used in banking, traditional banking industry has undergone tremendous change. Currently, the banking financial globalization and integration of positive direction, the banking industry has entered a new stage of development-the rise of electronic banking. Based on Internet technology, modern finance theory and modern management theory based on the developed e-banking, not only to adapt to the modern computer technology and the development of global e-commerce, but also banking innovation and fierce competition. At present, China's commercial banks to develop electronic banking regarded as the most strategic task. But electronic banking is still in the exploratory stage, the theoretical system is not perfect, how to develop electronic banking business still waits. In particular, WTO, foreign banks and domestic banks gradually gained the same treatment, making come from other domestic commercial banks are facing fierce competition in the international advanced banks, therefore, to develop electronic banking to become a very commercial banks development effective means.This article from the Commercial Bank of China the status quo of the development of electronic banking, economics and finance with the relevant theory, by using economies of scale, economies of scope, DEA efficiency evaluation is into the research methods, led by Industrial and Commercial Bank of China Commercial Bank electronic banking carried out empirical research, the study found, Industrial and Commercial Bank of China, led by state-owned commercial banks e-banking market share in a declining trend, rather than state-owned commercial banks, the market share of electronic banking is basically a year by year; to Industrial and Commercial Bank owned commercial banks, led by the scope of electronic banking index is far below the non-state-owned commercial banks, electronic banking, resulting in a range of non-economic; in operating efficiency, the Industrial and Commercial Bank owned commercial banks, led by the overall performance of e-banking better than state-owned commercial banks, non-electronic banking.Finally, based on conclusions of this study, we propose how to develop China's commercial banks in electronic banking policy recommendations.
