In recent years, as the center and the link of human resource management, the importance of performance management has become the major concern of domestic companies. However, the situation that the performance management is inefficient contributes to a deeper reflection of the companies.Since the concept of the competence was proposed, more and more scholars began to increasingly emphasis on study of competency in the performance management and some progress has been made on the study of relationship between competence and performance. However, there are few previous research done on the effect of the working environment competency on the performance management from the perspective of dynamic management. In this study, we will try to construct the dynamic performance management system with concern of working environment competency factors from the perspective of the competency model. The further empirical analysis will be given to prove the importance and feasibility of dynamic performance management. Overall, this study can be divided into four parts:Firstly, we will construct a dynamic competency constitution model. In this study, we regard the concept of competence as the focus of performance management system. Taking individual employees, working situation, work responsibilities and performance objectives as the first kind of factors affecting their performance, we will make a comprehensive collection of performance factors related to competency, and a structured competency model will finally come into being. The competency constitution model is the foundation to achieve the dynamic implementation of performance system.Secondly, we will construct a dynamic performance management system based a competency constitution model. Based on former theoretical research, by improving the methods of constructing performance system process, on the basis of competency constitution model, aimed at realizing the dynamic of the performance management and increase the reserves of the human capital as the tenet, the construction process and method of the new performance management system is systematically described in this study.Furthermore, we will probe deeply into the problems which may be encountered in the application of the new performance management system. Every kind of management system requires a certain situation. Similarly, the performance management system based on the competency constitution model also needs to have a working environmental and an appropriate human resource management system to support its efficient operation. In this study, we will analyze an appropriate working environment which supports the implementation of the new performance management system, and we will describe the application of the new system in the other modules of human resources system.Finally, we will take a further empirical research on salesmen who are from different regions and different environment. The result shows that: the factors that influence sales performance include not only three individual factors, but also internal and external market environmental factors and so on. This result proves that the dynamic realization of performance management is necessary and feasible, at the same time it provides a simple case for implementation of the new performance management system in the future.
