Study Period Of Social Transformation Of Medical Insurance For Migrant Workers

Since the 1980s'reforming and opening, China's urbanization, industrialization and modernization have been accelerating, the social productivity also got gradually liberatied, social economy got the sustainable and rapid development. With the popularization of agricultural science and technology and the improved efficiency of agricultural production, a large number of surplus labor force appear in the rural area, and they began to take on non-agricultural work in urban, who became migrant workers in the period of social transformation. After decades of development, migrant workers has become an important force and new strength in China's economy and socialty, since its size and quantity is expanding constantly. they made a tremendous contribution in the construction of well-off society. However, due to "dual" structure limits of medical insurance for migrant workers, which they can only join the new rural cooperative medical and can not attend medical insurance for urban residents, and the lack of effective legal system of medical treatment insurance for migrant workers lead to the embarrassing situation in which migrant workers attend medical treatment insurance without legal rights. At present, the country has not established perfect labor supervising systems, which makes migrant workers attending medical treatment insurance cannot get relevant law enforcement surveillance, no way to safeguard their lawful rights and interests. Because less educated, the low quality and small age, migrant workers mainly engage in labour-intensive work. Long-hour and high-intensity work, primitive conditions of living and production in, migrant workers' health are easily threatened. they are the necessary demander of medical insurance, but in reality they find it hard to get medical treatment insurance due to the absence of medical treatment insurance for migrant workers. The existing problems, the causes and the improving measures are analysized in this paper which contains five parts:Chapter 1 is the introduction. This part of the article mainly expounds firstly the research background, research objectives and significance; secondly the research situations at home and abroad; thirdly research methods, creation and innovation, and key issues of this paper. Chapter 2 is the basic theory of medical treatment insurance for migrant workers. This chapter first defines the concept of migrant workers, and then describes the basic theory of medical treatment insurance for migrant workers.Chapter 3 is the supply and demand analysis of medical treatment insurance for migrant workers. This part firstly introduces the current situation of medical treatment insurance for migrant workers,and then analysizes the eatablised demand-supply model of medical treatment insurance for migrant workers.Chapter 4 is the causes of the problems of medical treatment insurance for migrant workers. This part mainly analysizes and discusses the "dual" structure, the lag of legislative system and vacancy regulatory legal system.Chapter 5 is the thoughts of solving the problems of medical treatment insurance for migrant workers. This chapter concludes that medical treatment insurance for migrant workers can be constructed by perfecting legal system, strengthening the supervision, improving the service and medical relief from the perspectives of scientific development concept and the value of fair.
