There is no reason to doubt that we live in an era of unprecedented high technology, and enjoy the material wealth brought about by high-tech. However, science & technology is a "double-edged sword", modern science and technology also brought a series of negative effects while it benefit to mankind, such as resources and environment crisis, expansion of consumerism, distortion of humanity, and fraud in science, ect. the rapid development of information technology and biotechnology in particular brings a series of technological sufferings, which poses a serious threat to the safety of human beings.The nature of science and technology is the intermediary between man and nature, as a form of human existence, it embodies the power of human nature, and it's values should be human-oriented that promote the overall development and benefit for mankind. But science and technology deviate the original purpose that human invent them in the process of modern science and technology development, probe into the causes, besides the technology own reasons and limitations of human knowledge which lead to the inevitably negative effects of science and technology, the deep-layer cause lies in that the people can not correctly handle the relations between the various conflicts of interest, the two characteristics of modernity that instrumental rationality and subjectivity in modern times induce the negative effects of science and technology as well as make them prominent and universal in the process of modernization and globalization.At present, under the concept of building harmonious society, while we actively use modern science and technology, through promoting harmonious culture which give the technology to humanities, constructing harmonious technology ethics,establishing sound system and mechanism for technology assessment, putting the legislation in science and technology, and understanding, implementing, practicing the scientific concept of development from "world thinking" perspective can prevent and defuse the negative effects of science and technology to large extent.
