The urban housing security is not only an important link in social security system, but also the major political tool to maintain social stability. It is efficient for urban housing security system to realize the social fairness and increase welfare, therefore when we carry on evaluation on the housing security project, we can not merely consider its economical value, but should take its social value into consideration. In addition, based on the nonreversibility and the macceability and the management flexibility of housing security project, it is necessary to establish a associative equilibrium evaluation which take the uncertainty factors from project strategy environment and the the motivation of related agents into consideration.The associative equilibrium evaluation method of urban housing project is actually an evaluation system with the framework based on option game and reciprocal fairness theory. This paper first illustrates the theoretical points, then makes a comparative analysis between the associative equilibrium evaluation method and tradition assessment method. Afterwards, the author combines the discrete time option game model by Smit, Ankum and the Trigeorgis with the reciprocal fairness equilibrium evaluation model by Kohler to construct the associative equilibrium evaluation system of urban housing project.Moreover, this article summarizes the crucial factors which will influence the project evaluation via analyzing the urban housing security's present situation and interaction behaviours of related agents. Based on this, the paper separately establishes the equilibrium evaluation models of option game and reciprocal fairness toward related agents:government, real estate developer, residents. Then it proposes that the feasibility differentiation of urban housing security project can be expressed as a special portfolio which is composed of option game equilibrium, reciprocal fairness equilibrium and risk aversion equilibrium. Because urban housing security project demands to realize the economic and social value at the same time, we can directly take the intersection of option game equilibrium and reciprocal fairness equilibrium as the feasibility interval of urban housing security project.Finally, we take the urban housing security project in the city of Changsha as a case to put the associative equilibrium evaluation method into practice, in order to provide empirical evidence for preamble illustration.
