The Protest Of The Republican Period Tianjin Chamber Of Commerce And The Beijing Government Tax Policy

In modern china, the interactive relationships between national political power and civil society is one of the hotspots of the scholars in recent years, the analysis of chamber of commerce is one breakthrough point, which especially discussed by them. Based on the analysis of the struggle process of the roc prophase Tianjin chamber of commerce against the tax policy of the Beijing government, First, from the macroscopic level, this paper shows the benefit conflicts between the nation and the society; Then, from the micro level, which through the interaction between the chamber of commerce and the government, this paper shows the Tianjin chamber of commerce usually acted as a mediator, therefore, when ever there is a disputes between government and the civil society, the chamber of commerce would show its use and let the two power come to a balance state. The national government would like to promote its policy, but comes into the civil society's openly, relatively and successfully boycott. In civil society, the newly emerging organization (such as chamber of commerce), mainly rely on its own strength, through the formal system (such as propose a memorial,proclaim and so on) or through the special ways(such as contact with other chamber of commerce,use the direction of public opinion,refuse to pay tax and shopkeepers'strike and the like), had a word with the government, and what's more, had achieved some success. The interactive process shows that the"state-society"is in a transition process-from the traditional to the modern transition process. In this process, the relationship of traditional factors and modern factors are very complicated, and they paradoxically unified in this process. The civil society fights against the Chinese traditional political power with a modern action method, resists the oppression from traditional policy. Among the "state--society" contradictions and struggles, civil society's importance was well reflected through its struggle way,content,mobilize resources and its language. The facts remain that, the traditional order-obey relationship between state and society in the early period of Republic of China is weakening. And a new type of expression-interactive relationship is arising. Such an analysis of the historical struggle process of the civil society and the state power is a try, with the hope of giving us a better understand of the real condition of history:the civil society as a social organization, when comes to the dispute between government and civil society, it plays a mediator role and balances the two aspects of national and social forces...
