Revelation. The Gaoling Development Strategy Changes Off Rural Modernization Model Selected

Modernization of rural areas is currently facing China's rural reform and development, so, it is a fundamental task. In the new century, building a higher level of well-off society in a new stage of research and study this issue in time for constantly create a new situation of reform and development in rural areas, rural modernization and building a socialist new countryside, has very important significance. In this paper, the development of strategic change of Gaoling county was selected as the research object, examined the development of reform and opening up strategic change process of Gaoling, and summarized the experience of extracting features of the development of strategic changes, combined with the existing relations in the rural areas of modern development models, and explore the development of Gaoling county Strategic Change on the relations in the model of rural modernization in China. The paper is divided into six parts:The first part introduces the background and the significance of this topic, the achievements have been reviewed, and also, the research method and research features were describedThe second part describes the basic overview of Gaoling county. Including Gaoling's location and history, natural conditions, tourism resources and the location of the customs and regional advantages.The third part discussed the four strategic changes since the reform and open-up policy systematically and comprehensively. The first time was implementing the household contract responsibility system actively, and the implementation of system by the combination of the two-tier management system development strategy; the second time is based on livestock and poultry as the leading strategy for common development of township enterprises; the third time is the high-food producing as the goal, to develop fruit industry, economic development strategy of planting crops; the fourth time is putting the Jing River Industrial Park as a leader, fully opened, the implementation strategy of opening up drive.The fourth part summarizes the characteristics of the strategic changes of Gaoling county's development. There are four points:First, focus on grain production and actively develop diversification strategies; the second is to strengthen the construction of industrial parks, to develop industrial clusters; the third is to improve the construction of infrastructure, improve the level of urbanization; Fourth, focus on people's livelihood issues, to develop social undertakings.Part five is to define the theory model of rural modernization in the areas of the central Shaanxi plain. Patterns of rural modernization and the concept or patterns in both rural modernizations were both introduced. There are four main existing models: the city suburbs economic development model, resource-based development model, plain development model, poverty-based development model.Part six is to summarize the inspiration and significance of Gaoling county's strategic development and change. The mode of the rural modernization in the central Shaanxi plain must take appropriate developing selections which are related to its rural characteristics, we must persist in reform and innovation, open-driven strategy, we must vigorously promote modern agriculture construction, we must take advantage of rural areas of the three resources, we need to improve the governance mechanism in the urbanization level of development, must be strengthen democratic and political construction in rural areas, improve rural governance.
