Research On Modernization Of Agriculture Development Strategy Of JiXi

To achieve the strategic goal of building a moderately prosperous society in an all-round way, great attention should be focused on the three key issues related with agriculture, farmer and rural area. For this reason, the central government of China issued Document No.1 for many years continuously and especially held the Third and Fourth Plenary Session of the 17th CPC Central Committee to make a further study on the issue of rural reform and development. and introduced the "Decisions on Major Issues Promoting Rural Reform and Development" and staged a series of preferential policies and supporting measures with an aim to solve the problem of the "three issues". The agricultural tax which had been in effect for 5000 years was abolished, the educational policy of exempts and subsidies was implemented and the land contract policy remained steady for 30 years. The Decisions strongly support the development of modern agriculture and the building of a new socialist countryside, and practice financial preferencial policies including industry nurturing agriculture to support and realize agricultural development,'farmers'income growth and rural prosperity. As a mineral resource-based and resource-exhausted city, in order to seize the opportunity for national policy to promote the economic transition of market economy of Jixi, this paper presents new ideas for the development of agricultural modernization of Jixi for local government's decision-making and provide a theoretical basis to guide our work.As the primary industry, agriculture has always been the basis of human existence and development. Effectively promoting the development of agricultural economy has also been an imporatant reaserch issue of governments at all levels. Since the Indurstrial Revolution,the constantly innovated level of productivity, science and technology, management and operating level has brought concept reform and materialized wealth to the development of human society. The use of industrial returns to transform and promote the development of agriculture from traditional farming to modern agriculture is a realistic choice for us, and also an important way for Jixi to realize sound and rapid development of agriculture.The goal of the agricultural mordenization of JiXi is to overcome the constraints, traditional views and outdated mode of production, systems and mechanisms which hinder the development of agriculture and adopt a brand new mode of production, the relations of which must conform to the level of productive forces, as a way to promote agricultural development through science and technology penetration, management intervention, market introduction and more for the sound and fast development of agriculture.This paper defines the essentials and meaning of the system innovation through the analysis on the current situation and existing problems on the development of agricultural economy in Jixi, and also makes an in-depth analysis on the favorable and unfavorable factors implementing agricultural modernization in Jixi. From a theoretical concept, it is important to establish the guiding principle, overall objectives and general tasks of implementing agricultural modernization combining with the regional situation of Jixi. The paper further pointed out countermeasures and safeguarding policies to realize agricultural modernization in Jixi. It points out that policies should be established for the protection of agricultural supporting systems, government input should be enhanced and subsidies for agricultural modernization should be greatly increased. What's more, the burden of agricultural enterprises should be lessened and policy-oriented agricultural insurance system should be established and a diversified agricultural product development strategy should be implemented to promote innovations on agricultural management system and realize agricultural modernization.
