Since the 1990s, the old-age insurance system, with its different management patterns, has been established in all provinces. Currently, the unified of administrative institutions is demanded in the construction of the national old-age insurance. Therefore, comparative study on handling model is absolutely necessary.Among which three of most wildly used are called "the separated management", "the central-decentralized management" and "the vertical management" respectively. In order to make comparison of these three patterns, we constructed here a old-age insurance appraisal system and selected data from three different provinces (Hebei, Guangdong, and Shaanxi) as samples. After data processing and comparison, we have figured out that "the central-decentralized management", which is represented by Shaanxi province, scored more than the other two. By statistics, "the central-decentralized management" got lower scores on insurance daily operation, but dramatically higher than two others on administrative institutions'working efficiency and their share responsibilities, which indicates its advance in low-cost and high managing efficiency. The main reason for this particular result can be accounted to the economic backward of Shaanxi province, which, as a consequence, leaved a bigger burden on old-age insurance system. As the whole, "the central-decentralized management" pattern is, as has been analyzed, more suitable for administrative institutions demands, which are unified under country's overall plan.
