Research On The Technology Spillover Effect Of Fdi In Shandong Province

As the primary form of the international capital flowage, the technology spillover effect on economic development in host countries has been the focus of academic attention.It has been recognized that FDI can make up for lack of funds, promote regional economic development, creat job oppotunities and so on. Endogenous growth theory suggests that technological progress has played a decisive role on a national or regional economic growth, relative to capital accumulation. FDI can not only lead to unilateral transfers of capital,but also promote the transfer of technology and management experience. In recent years, the purpose of attracting FDI has gradually transferred from making up for the lack of domestic funds to obtaining advanced technology and management experience. At the same time, more and more scholars focus on the technology spillover effect of FDI.As the coastal province in eastern China,Shandong Province has rich labor resources, geographical advantages and locational advantages.Shandong Province is one of the provinces in China to attract FDI. Since the introduction of FDI in 1979, Shandong Province has achieved rapid growth in the number, size and development pace of FDI.FDI not only brings the necessary capital, technology and management experience in economic development, but also improves the industrial structure of Shandong Province. Therefore, it is significant in theory and practice to promote technology spillover of FDI,the technological progress of enterprises, the efficiency of using resource, the upgrading of industrial structure in Shandong Province and so on.The goal of the research is to establish economic model on the basis of theoretical study and empirical analysis,analyze the technology spillover effect of FDI in Shandong Province and in different regions of Shandong Province,and then put forward corresponding policy recommendations combined with empirical results. This research mainly adopts the empirical method of panel data,analyzing the technology spillover effect of FDI in Shandong Province.The research is divided into five parts.The first part is the introduction of the research,including the research background,domestic and abroad research status,study aim and method,research cotend and framework.The second part is the basic analysis of FDI technology spillover effect, including the economic content of FDI external effects, the pathway of FDI technology spillover and the influence factors of FDI technology spillover. This part will guide the positive analysis.The third part is the status of using FDI in Shandong Province. This part contains the status of FDI in Shandong Province,the stages of development,regional analysis,industry structure analysis and source structure analysis.This part provides a macroscopic backgroud for analysis of technology spillover effect of FDI in Shandong Province in the next part.The fourth part is the positive analysis of the technology spillover effect of FDI in Shandong Province.lt is also the core of the research.First,an economics model is built,drawing on the study of domestic scholars on the technology spillover effects of FDI.Then the relevant data of the industrial sector in Shandong Province from 1998 to 2008 is used in regression analysis.Then 17 cities in Shandong Province is divided into two different regions for further test.The empirical results show that the technology spillover effect of FDI in Shandong Province exists,but the effect is not significant.Negative effect of technology spillover exists in Qingdao,Yantai and Weihai. While positive effect of technology spillover exists in other 14 cities,and the level is higher than the overall level of the province.The fifth part is policy recommendations on the improvement of technology spillover effect of FDI in Shandong Province,including improving FDI strategy in Shandong Province,promoting the relationship between multinational companies and enterprises in Shandong Province,improving the absorptive technology capacity and perfecting the investment environment in Shandong Province.
