The New China Development Strategy Analysis And Study

The development strategy for science and technology is a series of general principles, policies and measures developed in a planned and organized way by the government of a country or region in order to implement social management for development of science and technology, and in order to advance the cause of science and technology and effectively use the results of technological development. With increasingly accelerating pace of the economic globalization and the revolution of science and technology by leaps and bounds, science and technology have become the new focus of international competition and a decisive factor; Figuring out the rational development strategy for science and technology in conformity with the national conditions have been constituted one of the coral works in decision-making by all governments.Since the foundation of the people'republic of China, our party and our state have always attached importance to the development of science and technology, regarding the development of science and technology as the important part and the main driving force of national modernization. Furthermore, they formulated series of strategies, guidelines and policies for promoting the development of science and technology, especially attached great importance to the strategy for the development of science and technology. However, due to social, political, economic, ideological factors, the development strategy for science and technology about the people'republic of China has gone through the winding, bumpy, changing historical processes. In the meantime, there is successful experience because of the right strategy for the development of science and technology which has promoted its development, but there are also many bitter lessons because of imperfect, impractical or even wrong strategies which hindered the development of science and technology.This paper attempts to review, analyze and study comprehensively for the evolutional milestone of more than five decades'strategies for development of science and technology since the foundation of the people'republic of China in a historical perspective. With the development of domestic economy, politic and technology, as well as changes about the international environment, the focus of the work of our party has taken place in several major turning points. In order to adjust to this requirement, the focus of China's development strategy for science and technology has also gone through several major changes. The article has horizontally analyzed the background both at home and abroad about the development strategy for science and technology, summarized connotation and the basic content about its development, summed up its achievements and limitations. The article has vertically comparatively analyzed the development strategy for science and technology in the early of founding of China and in the early of founding of the Soviet Union, meanwhile comprehensively comparatively studied our country' invigorating China through science and education and Japan's strategy of founding country by science and technology.
