The 21st century's first twenty years is the key time to the well-to-do society construction, Along with the development of economy and society, under the condition that people's demand of clothing, food and transportation is satisfied. The housing market has made rapid development and has realized marketization, accompanied by inevitable defects in practice. And housing problem increasingly becomes the people's livelihood problem of concern. The prominent manifestation of these is that the low-income has been marginalized. In this paper, the concept of low-income is that who enjoys housing security policy with minimum income as well as a group of 20% of the totle urban population. The low-income housing problem is a social problem which is urgently to be resolved and is the most direct as well as the most realistic. It is top priority to meet on low-income housing needs among the masses housing needs.From the practice of housing reform, this paper inquires into how to solve the low-income housing problem through macro-control. This paper takes Marxism as the guide, with Marx's theory of human's comprehensive development as the goal, with Marx's theory of macro regulation for inspiration, and practices the scientific viewpoint of development based on the situation of our country as a breakthrough, by investigating the difficult situation of low-income housing and the imperfection of macro-control, exploring the deep reasons that cause the present situation of low-income housing problem, seeking through macro-control to gradually alleviate and solve the problem on low-income housing.Though the development of marxism theory about people, it is clear that as a socialist country, economic and social development is ultimately aim to human development, and meeting residents housing needs is to promote the comprehensive development of man. Through Marx's theory of macro-control, the necessity of the macro-control is explicit, and it reveals that the healthy development of the housing market needs to have structural balance as the foundation, it also Inspires that in the housing market, the timely and reasonable use of monetary policy can achieve the positive effect. Through the scientific viewpoint of development, it is implicit that solving the low-income housing problem is urgently.From 1978, the low-income housing problem has experienced four stages, the exploring and commissioning phase, the promoting and supporting the reform stage, macro-control gradually perfecting stage and macro-control highlight stage. Using empirical methods, this paper states the low-income lives in a housing dilemma which is that the high housing prices keep rising, and the low-income has no purchasing ability, and the high prices push the rent high, and renters' living pressure enlarges unceasingly.The reasons of low-income housing problem is various. Under the background of housing market, driven by benefit maximization, the local governments have implied a short-term behavior and have neglected the low-income housing needs. Macroeconomic control means to be used is not perfect and macro-control goal is not reasonable which cause low-income housing problem cannot be solved practically. The insufficient capital investment cannot guarantee low-income housing demand by supply. With the unreasonable income distribution, the low-income can't afford a house.With the perspective of macroeconomic regulation, by using contradiction analysis and study involving analysis research methods, it is the duty of government to solve low-income housing problem, and the government should make it into reality by macro-control, such as improving macro-control means, determing reasonable targets of macro-control, coordinating macro regulation and local government behavior, reserving low-income disadvantanges in income distribution, and increasing security housing construction.The innovation of this papar is that the income of the low-income determining its economic purchasing power and the government housing safeguard are two sides considered to solve low-income housing problem, not limited to housing safeguard, and they are unified by macro-control.
