Higher Investment In Infrastructure Control Mode

It is obvious that the infrastructures for educating, reseaching and living on campus can not satisfy the requirements as the increasing, needs of higher education and the extending students recruiting of colleges. The single capital construction invested by the government according to the Plan Economy condition becomes a obstacle to the extending of higher education. Today, the importance of controling the college capital construction investment has not been recognised yet though we have realized the indraught of multiple fund in campus capital construction and step by step changing into a Market Economy management. However, it becomes a topic worthy to be explored and studied.The scope of such investment is huge. Therefore, how to assure the quality of the projects, enforce the power of contorl in the process of construction, save the capital effectively and how to make full use of the limited investment are proved to be crucial. This article presents some measures on controling the investment capital through the feasibility research at the decision-making step, the estimation of the investment, the quota design at the desgining step, the application of Value Engineering Theory, project amount listed price valuation at the invitation for bids and submission of bids step, reasonable evaluation of bids, construction organising design and the controling of the working schedule quality and cost, accounts settling assessment at the completion assessing step, etc. based on the consulting of the relevant research documents and the author's many years' working experience to improve the efficiency of using the investment capital.At present, tens of billions money are invested in the infrastructures construction projects in colleges in China every year. Problems caused by the using effeciency of the investment capital have aroused wide concern in all circles of society. It is believed that the investment of capital construction projects will be in well control through the researching and exploring in prictice. Consequently, the effective construction will be impeled to a fast developing as optimistic and health as possible. Thus it will be a great contribution to the development of higher education in China.
