The development of technology, disposition of service and demand of consumer are gestating the transform and revolution of traditional telecommunication industry. Be up against competition and future progress, how to improve the service quantity and cut down the cost already becomes the focus of every telecom enterprise. Broadband network has been the important development strategy os every telecom enterprise. The optimization and evaluation system of broadband IP network can not only advance maintence level but also improve service quality, especially it steps up market competition. So that it can really represent the principle of modern customer service and the approach of modern reduction of management cost.IP network is the physical platform to achieve all of the Internet business. With the constant development of technology and the rapid growth of broadband users, the network size has grown larger and larger and the type of equipment has become increasingly complicated and diverse. At the same time, with the further diversification of Internet applications, these new applications of the network are requiring both the higher bandwidth and higher network quality. In order to solve these existed problems, enhance the performance of the network and satisfy the new business requirements, we must have a comprehensive evaluation of the IP network performance first, and then, optimize the network equipments based on the results of the evaluation. This can finally help to achieve the goal of retrieving the maintainer's working pressure, improving their work quality and work efficiency.The main content of this paper is about how to design and realize the evaluating and optimizing system of the broadband IP network. The paper has a research and discussion in many aspects such as how the system collects the network information, how it constructs evaluation models, how it analyzes and handles the collected information and how it shows the results in qualified measure. This finally leads us to complete the designing and realizing the evaluating and optimizing system of the broadband IP network. Based on the network function and localization, the system can evaluate the network performance of backbone layer, convergence layer and access layer, also it can have a general evaluation of the local network's room management, equipment management and operating & performing system. And then it will point out optimization instructions and provide the basis for the network optimization, which can fulfill the goal to reduce the workload of maintainers, improve the work quality and efficiency.
