Nowadays,network information security has become an important factor in identity-based E-Commerce and E-Government development restriction. The uniqueness and invariance of fingerprint determines that fingerprint recognition has become more and more important gradually in biometric identification technology. PKI (Public Key infrastructure) is well known because that uses the concept and techniques of public key to implement and provide security services with the security infrastructure that can be widely used. PKI consists of three mainly parts:End Entity (That is the users(, Certification Authority (CA) and Repository.In this article, a platform of PKI Based on minutiae transformation has been designed. The function of CA and many other functions of end-user has been realized based on study of fingerprint character transformation encryption. The interaction between CA and user and the communication capabilities between users also has been realized. The CA functions include Register and User Authentication, Certification Generation, Management and Grant, Update and Revocation; Establish new and old User Certificate Library. The end-user functions include the collection of fingerprint; extract of feature points, by questioning topological transformation characteristics can generate authentication (Digital Signature) key and encryption key. The functions of interaction between CA and users and the communication capabilities between users include register and user authentication, asymmetric key generation, Certificate signing and issuing and Identity authentication.Public key technology is the core technology of PKI platform. The fingerprint which is the show of individual biological characteristics and its topological transform encryption algorithm was cleverly combined. A good minutiae topological transform-based encryption and decryption algorithm which makes the algorithm more reliable has been developed. The sticking point to success of the algorithm relies on the accuracy of minutiae extraction. In this paper, the segmentation of fingerprint images in preprocessing method has been improved so that Image definition could be more enhanced and this can make the extraction of fingerprint feature more correctly. With the realization of asymmetric encryption, a certified reliable PKI platform was realized.Due to the transmission of network data security needs, combine with fingerprint identity and asymmetric cryptography, the network authentication protocol based on fingerprint encryption was researched and a double certificate PKI platform based on fingerprint authentication and encryption which improves the reliability of E-commerce and Administration was constructed.
