Beijing Tianjin and Hebei region is seen as the third grade of China's economy growthfollowing the "Yangtze River Delta" and "Pearl River Delta". With the development of economicglobalization, the level of regional economic integration continues to increase. While the humanresources as the first economic resource plays a vital role for regional economic development. Asthe strengthening degree of regional integration in Beijing, Tianjin and Hebei, how to attract moretalented people for its economic development and social construction, which factors would causepeople flow and concentration, and what effect these factors will have in talent gathering process,as well as how to strengthen the labor cooperation and complementary advantages to enhance theoverall competitiveness of the region, play the role of lead and radiation for surrounding region,these questions are having been attracted broad attention to everyone.In this context, this paper focuses on the characteristics, process, related factors, dynamicmechanism and policies to promote the rational flow and accumulation for regional human capitalaccumulation basing on human capital theory and regional economic theory. On the one hand theresearch results improve the theory of regional talent gather, on the other hand, is to improve theregion's overall economic competitiveness of BeijingTianjin and Hebei.The first, drawing on human capital theory, economic geography theory and "push - pull"theory, this paper researches on the momentum factors, establishes evaluation index system onenvironment and degree of regional human capital accumulation. Through the evaluation ofdynamic factors, and then constructs a dynamic system model of regional talent gather andin-depth analyzes the mechanism between dynamic factors. The second, it selects the appropriatevariables to demonstrate the empirical model, extract the main factors according to factor analysismethod, build a multi-line regression model to analyze the regional macro-environmental factorson the impact of talent. Finally, based on the above-mentioned dynamic system model andempirical results of the research, proposes direct regulatory mechanism of Beijing Tianjin andHebei separately.
