On The Features And Strategic Solutions Of College Students' Group Case In Shanghai

During the process of social development, lots of elements that influence the harmony as well as stability still exist. The safety and stability of college has a vital relationship with the overall situation of the county's development. The control and solve of College students'group case are of first importance in defending the colleges'stability. Therefore, it appears to be quite urgent as well as necessary to enhance the research on the relevant strategic solutions.This paper offers an analysis of the basic situation, the features and contributing factors in the students'group case in college these years. The paper argues that with comparison to the ordinary group case in society, students'incidents possess the following features: the participants of the incidents are easier to be collected and mainly consist of students; their requests for profits are more identical; the social influences are more profound and destructive; their ways of expressing ideas are more intense and unreasoning. Meanwhile among all the contributing factors, the majority of the specific factors would be the problem of making and executing of the policies, the problems of distributing and managing the education resources, the problems of how to carry out legal education with emphasis, the problems of normalize and practicing the laws.With the starting point of the relative principles of decision theory in Public Management, this thesis proposes that decision of handling the group cases of college students belongs to the category of un-procedural decision. It points out that during the handling process, there are three principles should be highlighted: 1.it is not the handling effect but the combination of information, media orientation and dynamic environment should be valued; 2.the unification of political effect, legal effect and social effect should be realized with the priority of political effect; 3.the unity of systematic ways of thinking, the tamper force with mercy and education should be emphasized with the careful use of coercive measure.
