Construction of new socialist countryside, is not only an important strategic measure in the new stage to consolidate and strengthen the leading position of agriculture, to build well-off society in an all-around way, but also embodying of following a scientific approach of development and building a harmonious socialist society. Working at the first sight of"three agriculture", township leadership are directly organizers of new rural construction. The competency degree of leading cadres of township affects directly the implementation of policies on new rural construction.Based on present competency theories and practice, the thesis tries to establish a appraisal system on township leading cadre competency of Tangshan which fits reality in township of Tangshan, through several research methodologies such as literature review, investigation and combination of quantitative and qualitative methods. The purpose of the system is to closely explore questions on township leading cadre competency, then put forward reasonable suggestions, and promote township development.First of all, it makes clear research object and related theories. The thesis states basic connotation of competency, and defines category of township leadership connected with reality in township of Tangshan. It has a solid theoretical basis: organizational behavior, job analysis theory, the post management theory, the basic theory of leader and talent evaluation theory.Next, the thesis describe situation, find problems and analyze reasons. It makes a description of current situation of township leadership competency first in this part. And it states the problems in their competency from such aspects as qualities, performance in the position and survey of mass satisfaction. Then it analyzes causes of those problems and points out that the substantial cause is a lack of appraisal system on township leading cadre competency.Moreover, it tries to solve the problems.The thesis put forward appraisal system on township leading cadre competency. The system is capable to solve source problem of local competency, and to guide township construction. It makes a case study in Wangtan Town.Finally, based on analysis on causes of problems, it proposes suggestions on improving township leadership competency from aspects of perfecting selection hiring, training, strengthening incentive, and establishing reasonable evaluation system.
