Primary cadres, as an important part of the contingent of cadres, play a decisive role to the reform of Chengdu Reform Zone, because of spatiality, importance and the criticality of their roles and functions. How to put forward the reform of primary cadres' selecting and appointing, to establish a democratic, open, competitive, merit-based selection and employment mechanism is the important and difficult task subject in the reform zone.At present, Chengdu had made some achievements in primary cadres' selection and appointment, but problems can not be avoided. There are a lot of problems needed to continuously improve, such as selection, employment standards and procedures. On the one hand, over years selection management was lack of norms, such as the processes of village and township primary cadres' selection and appointment was non-standard, the cadre personnel system reform had lagged far behind the pace, "publicly recommend publicly elect" and " publicly recommend directly elect" were lack of sum-up experiences and promotion ; On the other hand, urban and rural coordinating in Chengdu put forward new demands and challenges in primary cadres' selection and appointment, requires primary cadres should have new breakthroughs and vigorously upgrade in theory and practical ability. Therefore, the paper builds a competency model of primary cadre, in order to give a reference to China's rural primary cadres' selection and appointment.The paper has five chapters. Chapter 1, summed up the primary cadres selection model and inspiration, an analyzed the challenges of primary cadres management and the state of competency in Chengdu , introduced the significance of research on selection and appointment of primary cadres, and the research methods, ideas and creation.Chapter 2, reviewed the competency of the relevant theories and research status, and also combs the researches on primary cadres' selection, in order to provide a solid theoretical foundation for Chengdu primary cadres' competency model.Chapter 3, established Chengdu primary cadres' competency indexes, and also did a fuzzy comprehensive evaluation of Chengdu primary cadres' competency model.Chapter 4, took Chengdu AL mayor for example, to test Chengdu primary cadres concept model of competency.Chapter5, based on the concept model of competency, studied the competency of the primary cadres' selection and appointment system, introduced Chengdu primary cadres' selection, training and performance management system.The innovations of the paper are as follows:1. Put forward Chengdu primary cadres' competency model. In accordance to characteristics of primary organization and requirements of primary cadres' selection, this paper established a concept model of Chengdu primary cadres' competency.2. Improved the competency of the primary cadres' selection and appointment system. This paper improved Chengdu primary cadres' selection and appointment system, in the use of the concept model of Chengdu primary cadres' competency, according to characteristics and requirements of human resources management.
