| Administrative examination and approval system is extremely important to China's government in public management process; it is also an effective means of state management, regulation and intervention in social affairs.Pursuit on the LAN means that by means of computer network, the public security organ register the information of the suspects at large from detention or arrest , capture them with other means and remove or take over them allopathically through the computer network. As an efficient way of investigation, Pursuit on the LAN plays an irreplaceable role in cracking down on the criminal and maintaining public security rights. Since the public security organ made use of Pursuit on the LAN firstly in July 1997, the amendment of Criminal law was made in March 1996 and the procedure rule for public security organ handling the criminal cases in May 1998, Pursuit on the LAN has been used for more than 10yeas, but it has not been allocated in the criminal investigation system. Pursuit on the LAN has its own character, which is unique from the traditional arrest and investigation, so there is necessity for the legal study of present work mode of Pursuit on the LAN。As a matter of fact, Yang Rujiang from Suspect-Pursuit Office of Shanghai Police during being interviewed said:"in the proper pursuit operation in 1999, all over the public security organ had drawn a lot valuable means and saved a lot experience. In order to maintain the valuable ways which could play in important role in the future, the Ministry of Public Security made"the new mechanism of Pursuit"at that year, which was Pursuit on the LAN. So, the present work mode of Pursuit on the LAN is the summary of mature experience without deeply rational thinking.Pursuit on the LAN is inevitably companied with arresting measures of retraining freedom , which has adverse effect of relatives'constitutional right, so, the lack of legal rule for the character \procedure and effectiveness of Pursuit on the LAN cause many problems in the execution , while to solve such problems, we shall sufficiently realize the character of Pursuit on the LAN, rationally judge the orientation of such way by the investigation organ and carefully analyze the breakthrough of present criminal procedural system with such way. I think the present Pursuit on the LAN mode has been playing an important role in cracking down on the crime and maintaining the security, which has been a trend.
