By the progress of human beings' technology, information plays a more and more important role in the human society. In the activities such as gathering,transferring,exchanging information, people form series of integrity values about how to treat information content and the information activities. As one important part of values, information values are conceptualized as a kind of internal criterion and subjective attitude which perform as individuals value what areas(including individual area,social area),which means information value choice; and the sensitivity,gathering capability,information moral when facing the specific information, which means information value methods. Information values are individual stable beliefs about information. It is dynamic for information activities. As the undergraduates are pillars of the future construction, their information values impact our country's future directly. This study aims to develop an Undergraduates' Information Values Questionnaire.Based on the open-ended questionnaire and the analysis of the literature pertinent to information values, this study conceived the theoretical frame of information values of undergraduate students and made the preliminary questionnaire, which was suitable for undergraduate students. According to the consequence of the study by the preliminary questionnaire, we modified the framework of information values of undergraduate students and the preliminary questionnaire, worked out the formal questionnaire of information values of undergraduate students, which included sociality value sub-questionnaire and individuality value sub-questionnaire, and probed into the characteristics of information values of undergraduate students with the formal questionnaire. The main results of this study are as follows:(1)The undergraduates' information values are a multi-level and multi-dimensional model. At the first level information values consist of information value choice and information value methods. At the second level the information value choice includes the choice about individuals, the choice about society; and the information value methods include three dimensions: information sensitivity,information gathering capability and information moral.(2)The self-made questionnaire of information values of undergraduate students was of high reliability and fair validity. Series of studies such as exploratory factor analysis,reliability test,validity test,confirmative factor analysis show that the internal consistency coefficient (Cronbach a coefficient), split-half reliability, test-retest reliability, content validity, construct validity of the Undergraduates' Information Values Questionnaire are all very good. This questionnaire could be used to test the information values of undergraduates.(3)The results of this questionnaire of the investigation for undergraduates indicate that there is no difference on information values among grades, sexes and specialties. Only the "information sensitivity" has notable variance among grades and specialties.
