Study On The Validity Of The Implementation Of Traditional Chinese Medicine Reimbursement Policy Of Ncms

Objective:This thesis researches the policy of traditional Chinese medicine reimbursement and its validity of the implementation which happened during the Government decide to develop a New Rural Cooperative Medical Care System and support the development of Chinese Traditional Medicine, which are help to the maintenance and promotion of people's health. It study based on the current Chinese medicine-related policies of Hubei Province, the basis of Chinese medicine services and the changes of health service utilization of the farmers who joined in the NCMS after the policy implement. And through the literature research and a typical field investigation in Hubei, we analyze the validity of the Implementation of Traditional Chinese Medicine Reimbursement Policy of NCMS and the impact of the implementation of the effect of factors, to explore a effective and useful strategy to promote the Traditional Chinese Medicine Reimbursement Policy of NCMS, and to provide a scientific basis for the he development of NCMS and Chinese medicine.Methods:For achieving the research objective and insure the research quality ,this research used the Quantitative Study and Qualitative Study as the main methods. The method include: (1) Literature study: Review and analysis the documents from governments at all levels, which includes the documents about the development of the Traditional Chinese Medicine, the reimbursement policy documents, and the research materials, etc. (2) Typical case studies: through spot field investigation, interviews and other methods, we study the status quo and the issue of the implementation of Traditional Chinese Medicine reimbursement policy of NCMS in Gongan County; (3) Statistical analysis methods: use the descriptive analysis, chi-square test, analysis of variance, rank sum test analysis, etc. to analysis the data; (4) The theoretical analysis method: use the demand theory, equity theory, public policy theoretical argumentation theory. And through comparative analysis and theoretical reasoning methods to put forward the recommendations to adjust and improve the Chinese medicine reimbursement policy and the external environment for its implementation.Results:(1) The three-tier Chinese medicine service network is also inadequate. The implementation of reimbursement policy had no effect on the basic income of the medical institutions. The Chinese medicine services revenue is difficult to become a body of traditional Chinese medicine support income growth; (2) After the implementation of the policy, the average hospitalization expenses has no significant changes, hospitalization subsidy ratio is rising. The proportion and the cost of Chinese medicine are rising, but not significantly in township hospitals. (3) Much of the respondents have confidence in Chinese medicine. But the capacity of Chinese medicine in basic medical units led to lower utilization. Due to the characteristics of Chinese medicine services, the doctors are lack of will to provide Chinese medicine services. In order to play the validity of the reimbursement policy, a series of obstacles should be resolved.Conclusions:The traditional Chinese medicine reimbursement policy of NCMS is important and meaningful to the development of the NCMS and TCM, and it is benefit to the health of the residents in rural areas. However, due to the limitations of system design and a series of obstacles, the effect of reimbursement policy in survey area is limited, mainly expressed in the following two aspects: On one hand, the Chinese medicine utilization level is low, on the other hand, the cost of TCM hospital services mainly concentrated in the low-cost segment. Suggested that the management should improve the reimbursement policy of Chinese medicine through scientific measurement. To the government, a reimbursement mechanism for the TCM hospital needed to be established, to maintain the institutions of TCM's characteristics; To the provider, it need to improve the rural health care services in Chinese medicine constantly, to improve the accessibility of the TCM service; To the demander, propaganda and education should be made more people to know the traditional Chinese medicine reimbursement policy of NCMS, and correct their concept of treatment.
