The research evaluated the environmental and economic value of `agriculture-up and fishing-down` and ` underground pipe drainage about technique developing of saline and alkaline land. This paper based on the former research achievements and the formated characteristics of the saline and alkaline land in the Yellow River delta. From the view point of sustained development, the research combined development state of local regional economies and farmer`s breeding habits. The purpose of the research was to provide the scientific evidences for choosing appropriate way of development and utilization in the light of natural and social conditions and ecological value in reclaiming saline and alkaline land , especially high saline and alkaline land of sea band.The results obtained indicated that two developing models were all valid in reclaiming saline and alkaline land, enhancing land carrying capacity, fixing carbon dioxide and reducing greenhouse effect. So they had remarkable economical societal and ecological values. The development model of ` underground pipe drainage ` was suitable for sand property soil. Though the earning per unit was relatively low, the input was also relatively low and required less investment. Furthermore, stripe field was large, a great degree of per capita of administrable area. Stripe field using this mode was apt to mechanized farming and in accordance with the local farmer planting habit. The model was to help ease cultivated land tense situation. The mode of `agriculture-up and fishing-down` was apt to the heavy soil, and the yield per unit was relatively high. The amount of employment per unit was relatively high so that more farmer employment was allocated and enhanced the standard of living of farmer. The mode promoted readjustment and optimization of industrial structure. But the mode had great difficulty in production management of platform fields and fishery breeding required a large amount of water. In the case of shortage of freshwater, the large-scale popularization was restrained. In a word, both modes were high efficient ecological development model in saline and alkaline land. The research was to play great important role in improving the incomes of farmers, resolving issues of agriculture, farmer and rural area and establishing socialistic new rural areas. In the light of the different of natural and social conditions, we adhered to the principle of comprehensive benefit and sustainable development, and obtained rational development and utilization. The purpose was to make the precious soil resources exert the most benefits.
