Frigid city creates its own unique charm in its unique natural environment,unique geological and climatic conditions has a great impact for the development ofa city's character, it also has some constraints. How to make their constraints form acity of unique cultural identity and customs through scientific analysis, looking forfrigid city people's behavior and survival of a reasonable way, succeed frigid city-specific Context. However, because of the rapid development of urban construction,ignoring the natural gives the characteristics of frigid city, losing its characteristicsof traditional sports culture. In this paper, frigid city public facilities in the sportsfacilities to conduct research , exploring how to dynamic protect and develop thetraditional sports facilities, eliminating seasonal restrictions on the movement toadapt to the purpose-independent management of cold outdoor sports in urbanconstruction, put outdoor sports facilities into community construction, forming arational pattern of urban communitybuilding.With snow and ice cold urban growth and development, people were fond ofice and snow in their lives, ice and snow culture has become one of the frigid city'smain cultural, in recent years, ice and snow art to be an unprecedented development,Watching Snow Art has become an indispensable customs. However, the traditionalsnow sports city failed to develop, many of the new district of the externalenvironment are mostly foreign cell model replica of the summer flowers andflowing water, the cold dry winter, no one is interested in sports facilities, it is "catwinter" phenomenon has become a reality , winter sports to stop to develop.Therefore, it is urgently need to provide the movement, to develop frigid citywintersports facilities and f national fitness, for frigid city comprehensive development ofthe health of people.Regional cultural development is to show the overall strength of the reflectedcity, it is a regional civilization and the overall level of economic development,regional development and growth of the spiritual pillar. National fitness campaignis good at improving people's overall quality of the community campaign .It is aimportant part of a comprehensive and harmonious development that carrying outwith the popular urban culture. This paper mainly studies our countries'outdoorsports and outdoor public sports facilities, from the behavior of public participation and the use of sports facilities to research, analysis regional cultural and naturalenvironment's characteristics proposed scientific methods and procedures andimplementation of strategy.This paper is divided into four chapters, the first part introduces backgroundsignificance of the research, and the current condition for the research of domesticand abroad in the field, the section describes the content and methods of the study,as well as issues related to some concepts and theoretical framework. The secondpart is the basic research of the elements in frigid city of our country, including thenatural environment and human behavior. Through the study the naturalenvironment and cultural history, I extract its unique cultural identity of frigid city.The third part focuses on a study of specific frigid city's outdoor public sportsfacilities, and through field research and reference and many other channels ofpublic sports facilities to analysis outdoor classification and feature, and to proposethe design process, design principles and design methods of the frigid city outdoorpublic sports facilities. The forth part is based on specific community-basedfacilities for ice design examples to explain the previous chapter related to wintersports facilities in the theory to the implementation and verification, using designexamples developed winter outdoor sports facilities in the city of the need forreasonable and feasible and the urgency for the winter outdoor sports facilities ofurban development, community building and the overall layout of the formation ofsupport and for the development of community building have a positive practicalsignificance.
