The Air Traffic, which conflicts with the limited airspace resource, is growing continuously these years.The congestion of airspace not only threatens the safety of Aviation Transportation, it also reduces the effectiveness of the system. Great amount of flight delay resulted from the congestion caused huge economic loss. Airspace capacity evaluation, which is the prerequisite and basis of the implementation of ATFM (Air Traffic Flow Management), lays the foundation for solving the problem of air traffic congestion.Building new airport, enlarging original airport and improving air traffic control facilities can not readily solve the problem of air traffic increase. Now it is pressure how to effectively use the existing facilities. Airport is the node of air traffic,so the key to the problem is airports' effective running. The airport system involves two parts: landside and airside. It is essential evaluate their capacity. The main target of analyzing landside capacity is the maximum throughout, serving level, serving flow, and section of capacity analyzing. The landside is made up of several parts which play various roles in the airport system. Each of them possibly cause the airport system congest. An airport landside system capacity is only evaluated by the means. Each of function parts is solely done, so in the text the crux parts of landside were qualitatively studied when landside capacity was evaluated.First of all, the research productions in this field were introduced. The basic conceptions of theoretical and practical capacity were discriminated. The evaluation model of runway, taxiway and apron was respectively established. Runway capacity assessment was the focus of this paper and the runway capacity assessment model was formed based on the following main impact factors including the control rules, the common approach leg length, approach speed, the proportion of aircraft type, aircraft runway occupancy time and so on. Then the related capacity assessment data were acquired based on an International Airport through field surveys in order to assess capacity and an analysis of conflict situations in the airport area included tower clearance interval conflicts, arrival and depart conflicts, military aviation and civil aviation conflicts, then a number of conflict resolution programs were brought up.
