Scenic resources are abundant in Harbin, such as ice and snow, mountain and forest, river and island, lake landscape, which represent distinct regional characteristics of northland. The value of ecology, science, and aesthetics are great and the resources of ice sculpture, snow landscape are unique. Harbin owns the culture and the famous historical landscape of Jinyuan. This thesis attempt to promote the task of protection and exploitation of scenic resources to a more scientific, more standardized, and faster developed way through constructing macroscopical frame of scenic area system in Harbin.The content of this thesis mainly focuses on the following aspects:Firstly, it sums up the experiences of research on national park system from home and abroad through the method of synthesis of literature.Secondly, it discusses the related concepts of scenic area system, advances the compatible concepts of scenic area and scenic area system and constructs the frame of fundamental theory and technology.Thirdly, it analyses the determinant essences of the structure of scenic area system in a city through the method of system analysis.Fourthly, it makes use of investigation and induction to analyse the situation of scenic area in Harbin.Fifthly, exerting high-tech such as GIS to research and compare the instance of scenic area system in Harbin formats an integrated multi-disciplinary coherence.Sixthly, it proposes the countermeasures and suggestions about how to improve the system of scenic area in Harbin, simulates the model of scenic area system for the future of Harbin to provide the theoretical and practical base for the planning of scenic area system in Harbin, and designates the way of how to develop scenic areas.Landscape planning should be based on the unified regional planning and coordinating to avoid the phenomenon of similar tour content, facilities renewal, should focus on the characteristics of each scenic area, coordonation, and forming a whole which is unified, and should propect each role of the representative sample of scenic resources and unique landscapes in scenic area, maintain biological diversity, virtuous ecological circle and the integrity and sustainability of the natural and cultural landscape of Harbin. Therefore, it is particularly important to research on scenic area system in Harbin synthetically which is not only typical and representive but also practical and theoretical.At the principle of protection, it proposes corresponding practical method and theoretical basis to promote the struture of scenic area system in Harbin, which has a favorable rating scale structure, perfect function structure and the organic structure of the spatial layout, to present healthy and orderly development pattern eventually. Meanwhile, it provides theory and methods for the same regional level of scenic areas system.
