Discussion On Perfecting The Legislation On The Prevention Of Theft Of Electricity In China

Theft of electric power is an act with serious damage of the society. It would not only cause loss of state equity of the power-supply company, but also threaten people's life and property. In author's work, he has found so many people who were stealing the electric power that he could not help thinking about the reasons of the phenomena. First, the ignorance of public and academics in China has helped the spread of theft of electric power. Second, the deficit of relevant laws and codes makes it very hard for the power-supply company to get the evidences of these acts and handle with such thefts. It is necessary to build up the law of preliminarily anti-theft of electric power to solve all these problems. The author analyzed all the relevant questions, such as the notion and characters of theft of electric power, the composition and defects of the current law of preliminarily anti-theft of electric power and suggested to make a new law. At the same time he also suggested the purposes, the legislative principles and the main contents of the new law. He hopes to improve the legislation for the new law.
