Huayin City is located in the eastern Guanzhong, Shaanxi Province, the northern foot of Huashan Nishioka, composed of 10 towns, has a population of 254.1 thousand, city area of 817 square kilometers domain, rich in soil and water resources, known as the reputation of the "breadbasket of the Western Han Dynasty,". Since the Sanmenxia project running, it is turned into a wasteland. Since then, the Sanmenxia Reservoir was forced to change the operation mode, reducing operating water level, Huayin reservoir surface gradually exposed beach,1984, CPC Central Committee and State Council's wise decision-making, Shaanxi,100,000 immigrants to return to hometown to rebuild their homes, but due to the deterioration of the natural environment and land management confusion, the local people's life difficult. The main purpose of thesis is to solve the Sanmenxia reservoir area of land development, industrial planning and in infrastructure planning and design issues, with emphasis from the water system, flood control and site design, energy systems, three aspects of the infrastructure detailed analysis.Paper is divided into four parts, the first study analyzed the background and purpose of writing papers on the theory of current research at home and abroad summarized the discussion; Then we analyzed the main characteristics of the reservoir area and the industry should pay attention to the issue selected, combined with the above industrial choice theory, that should the development of low investment, high return, low risk of agro-ecological tourism park, analyzes the agricultural ecology sightseeing garden in the industry choose the basic theory and infrastructure planning methods and planning standards, and living from agriculture park water for the development of standards, system design method selection, site design and flood protection standards, energy and structural patterns of the three aspects of heating a detailed analysis. Then combined with agro-ecological garden Huayin actual case, select Huayin City North Union Village, a demonstration area, the local natural conditions, customs and habits, location, a detailed analysis of traffic conditions, a scientific system of proof, that in order to grow lotus dishes agriculture and tourism-based Industrial Park because of its small initial investment, subject to the loss of life and property when flooding of small, little damage on the natural environment, etc., suitable for local promotion. Mainly discusses the methods of planning and construction of park infrastructure, focusing on dishes from the lotus life habits and rules of the park agricultural irrigation water design, combined with the actual situation on the park site within the flood control standards and design a detailed analysis of, on park infrastructure planning from the economic, safety, environmental protection aspects of the corresponding analysis and discussion that the planning and construction of infrastructure facilities should be mainly selected from the indicators and systems planning two aspects in the economic, security and reasonable basis, after careful detailed discussion to determine the final design. Finally, choose from the industry, planning and design, infrastructure planning and design of three areas of development and construction of the reservoir to sum up the hope of the future design of similar regional planning help.
