| Taihu Lake Basin is a typical place of plain water system areas, rivers crisscrossing the region, scattered with lakes. Taihu Lake's water system is the lifeline of the economic development, especially in the urban flood control, water supply, tourism, shipping, etc., it plays an important role in the basin's rapid economic development. However, the problem of the water in Taihu Lake accompanied by the basin's rapid economic development has become acute. Serious water pollution, water shortages, water safety risks exist, such as a range of issues to plague us. The large bloom of algae in 2007 sounded the alarm for us: If we do not quickly resolve the water problem, water in Taihu Lake Basin will not only be the bottleneck of economic development, but also a threat to the normal life of the residents.This paper re-examine the question of Taihu Lake from the perspective of ethics. Taihu Lake water crisis in the various appearances, in essence, reflect on the relationship between man and the natural, and the relationship between people. During the development and governance process of Taihu Lake, the economic interests of the environment to suppress the interests of individuals and groups led to the expansion of selfish desires of the Taihu Lake, "the tragedy of the public water"; in the valley right to the initial distribution process, unknown powers and responsibilities of government departments, the environment justice's deletion of the Taihu Lake resulted in confusion in the management of water resources; Lake in the course of the rule of law, environmental law related to the weakening value of nature makes the question of Taihu Lake water treatment results difficult. Therefore, in order to tackle the water problem in Taihu Lake basin, it must from two aspects: seif-discipline and heteronomy. Establish the water-ethics values; promoting good environmental ethics in the Lake's traditions; subdividing the main duty of environmental ethics in the basin; as well as changing the value orientation in Taihu environmental legislations. All of these completed the ultimate value of the harmony between Taihu lake and human beings. |
