Traditional agricultural socio-economic is inseparable from the development and utilization of water resources,so the successive dynasties were on attention of the construction and improvement of water conservancy projects. And water conservancy projects can play an effective role can not be separated from reasonable water system. Because it can be used in many fields and involved in many areas ,aspects and intrests, which are always inconsistent with each other.Hence it is important of developing a reasonable system. The research of it often learns from foreign experience. New Institutional Economics believes that the transplant system should be adaptd to the local traditions and customs,for example, one in foreign countries for the success of the system are not necessarily applicable in another country. When People learn from foreign experience, they should also draw the attention of ancient experience, which is rooted in the basis on our traditional culture and habits.It's the only way to obtain the multiplier effect.Guanzhong area,which is the objection of this paper ,is an important historical period of economic region. The water system in it sprouted very early. And it was the Capital of Qin Dynasty, the Western Han, Sui and Tang Dynasties and the important economic region of Northwest in Song and after. So the water conservancy construction has been an Important government functions in history of the dynasty. The system of water system is also very detailed. Water system is typical. Guanzhong area is situated in the northwest interior, in which the effectiveness of water is extremely important because of the lack of water resources. Therefore researching on the water system of the area by the theory and methods of history and geography can reflect the basic state of using water as a hinterland of Royal Park and summarize the changes rules of the water system vertically. It can be applied in Modernization.In particular, this paper will state by the following the following five sections:Part one Commissioner introduced in the Guanzhongregion on the basis of the water system..First introduction. It is mainly described the whole awareness and grasp macro of the topics.it is also introduced the basis of topicsand related researching reviews, thought and methods of this paper.Second geographical basis on water system in Guanzhong area. The geographical basis on water system, the rising of water conservancy projects, management institutions and the emergence of the embryonic stage of the water system are described. It is the basis and starting point for forming water system in future.Part tow the initial forming of water system in the Tang Dynasty. The paper introduced the formimg of the three White River drainage of lines of the Tang dynasty and the formation of personnel elaborate of the Tang Dynasty water management firstly. Because it is the technology and the humanities basis of forming systerm. At the same time, it is summarized the literature "Shuibu" ,which is the main records on usefulness of water of the Tang Dynasty . "Shuibu" is the basis literature. Based on ,it is stated water systerm espesially, including water order, water distribution system and water-saving system. Finally, the performance of the Tang Dynasty water system is saw by the water dispute. Then it is sum marized the characteristics of a system of the Tang Dynasty.Part three the improvement of the water system in guanzhong area of the Song and Yuan Dynasties period .In the first,It is discussed the improvement of the Jinghe River water conservancy projects and features of water management. At the same time, the new features of a major record literature, "Chang'an-map" ,which involved in the management of the content of a profile of the exposition is described. And then,it is mainly stated the details of the water system in the Song, Yuan Dynasty, compared with that in the Tang.It is preliminarilly beleved that the water system of the Song and Yuan Dynasties period is the improvement of the Tang Dynasty, and it is a more detailed system of the Tang Dynasty.Part four reform on water system of the Ming and Qing Dynasties. It is decribed the changes of water conservancy projects in the Ming and Qing Dynasties. Through the summary of the full text, it is received that:(1) The water system of guanzhong area has experienced the infancy stage of the Qin and Han, to the initial shape of Tang Dynasty, the improvement of the Song and Yuan Dynasties period, the reform of the Ming and Qing Dynasties period to the the establishment of new water system after the liberation.(2) The formation of water system is appropriate with the technical conditions and the level of productivity.it is also related with the extent of the scarcity of water resources , so the Water system is urgent when water resources is scarce(3) The water system will be few changed with the restrictions of the technical conditions because it once forms will rely on its achievements in a way. major changes. In Song and Yuan Dynasties period, the distribution of water is the system followed the Tang Dynasty, while many systems of the Ming and Qing Dynasties can be traced to the Tang Dynasty.(4) The ancient water system now also have a profound impact on the water today .And it is meaningful for reasonable using water and the formulation of a water system..
