Our country is facing a real crisis---lacking of energy. The period of increasing econnmy development by hight waste of energy has been the past. The dispute of energy which now controls the growth of economy slowly comes to the mind of people. The waste of energy in the long past has deeply destroyed the environment little by little and it also affects the continuous development of economy and society and becomes great danger for the citizens' living environment and quality. To build a society of saving energy is one of the important chapters of the strategy of continuous development and it also gets more and more attention from the society.So far, the work of saving energy almost depends on the self-action from the housing citizen and the estate businessmen as well as the government with strict enforcement rules, and ignores the comprehensive usage of the policy of saving energy. To solve the problems of bad enforcement in saving energy, the law and the administrative measures are needed as well as the market rules machanization. We hope to avoid and stop the high waste of energy through the methods of administration, the law and the economy. This paper aims to research the roles the government plays in the promotion of saving energy.The practices in the past twenty years have proved that it is not enough just throught the emphasis of government for saving evergy. There must be a complete set of rules to make both the economy and the society in the first concern. It should also emphasize both on the new creation and the reform of the existing building. It should also guide people in the methods of economy through the tax, the finance, the investment, and the cost and the necessary ways of administration and the law to realize it by force. Only if we have the strong policy system, could the work of saving energy have been carried out orderly and successfully.The history of various countries' economy development and the research outcome of the economics had proved that there is no pure marketing economy and only the combination economy in the control of both the marketing rules and the government. In the countries of high developed countries, the government always plays a great role. The weakness of the marketing is the reason that the government takes steps in. The government could do something that the market couldn't do or couldn't do well. However, its interuption could make up the the marketing's weakness or overcome it. But, the government is also not perfect and it also has weakness itself. And of course, it may fail and if it fails, the disaster is more serious. In many situations, the out control of the government is just the result of its interruption. Therefore, in the modern times, more and more marketing countries have come to realize the importance of correctly positing the government and more strict controls should be added to the government itself. When dealing the relations between the government and the market, the market strategies are needed and the compensatin of the government is to help make the market come into effect, not to take place of it.This paper describes many experiences of foreigh countries in the course of promoting saving energy, analyzes the effect of government in the failure of promoting the saving energy, and tries to solve the problem through the methods of the law, the administration and the economy as well as the mind and values with the propaganda of the media.
