The development of the stirrup confined concrete have long history, traditional stirrup confined concrete also apply to engineering in great quantities. Confined concrete can promote the concrete strength and ductility effectively, however, the traditional confined concrete focus on confining the core concrete which is effective in the case of axis compressive elements. Unfortunately rare elements are axis compressed.Regional confined concrete (RCC) was developed based on the research of NCC, but has its own characteristic. The configuration of regional confined concrete tends to divide the column into several individual slender components, and each component has its own longitudinal bars and stirrups and they work together as an integral column by means of adjoining parts.The research project of columns under small eccentric compression is one of the RCC research programs. Mechanical property, load-carrying capacity and ductility are discussed by means of experiment and the theories analysis. Load-carrying capacity calculated method is discussed and the stability analysis is also carried out. Performances of longitudinal re-bars and stirrups are also analyzed. The experiment results shown that factored load-carrying capacity of regional confined concrete column increase up to 110% and the ductility 21% compared with NCC columns.
