As the civil airline grows fast, Air Traffic Control system with independent intellectual property rights is badly needed in China. On the one hand the ATC system can get off from the technology constraints from other countries and make great progress in civil air traffic on the other hand it can save a large sum of money. ATC Office of Ministry of Information Industry worked in with State Development and Reform Commission began with "10th Five-Year Plan" the development of ATC equipment. As one of the major national technology and equipment developing and major development projects of the Industrial Technology, the project will go on being supported in "11th Five-Year Plan ".This dissertation gives a detailed description of domestic air traffic control system. First it gives an overall presentation of ATC system concept then describes the overall structure of ATC3000, after that it gives a concise presentation of overall workflow and the functions of various subsystems. This dissertation focuses on two subsystems: STCA alarm system and daemon SWITCH system.STCA subsystem is introduced in the first part. STCA system is one of the key points of ATC system which provides automated way to keep safe spaces between the planes and between plane and barriers. STCA ensures the air transportation safe and reliable operation safe. The dissertation analyzes the structure of ATC alarm subsystem and gives the detail of muti-radar signal receiving module, conflict detection module, low-height warn detection module, the danger zone module and gives the steps of realization of every module. Algorithms of conflict detection, low height detection, danger zone detection are described in the dissertation. The dissertation improves the existing algorithms in STCA. At the end of first part, the dissertation compares the different in realization of STCA in domestic and abroad and gives a new idea of discriminate the flight conflict arithmetic by the height of planes.The SWITCH subsystem which is close related to the whole system is described in second part. This subsystem ensures that the ATC system can work under the mode of double machine which can ensure the ATC system can be 24 hours of stable operation. In the second part, the dissertation analyzes the functions and design principles of SWITCH subsystem and gives the detailed software implementation steps.
