In this paper, the importance of the Public Art in urban transformation is mainly discussed ,the Public Art practice is a new task in China's urban transformation , which is entrusted with the responsibility of training and upgrading urban humanistic cultivation, forming urban character, fostering ecological humanities, eliminating the sense of vulgar and dull in modern urban life and turning the tension of human nature into the pressure of urban sustainable development. Through inspection of the structural relationship between city and the Public Art, the author regards them as a community of destiny, which share the same values , ideals, cultural norms and cognitive languages, and stresses that urban public art should be fully subordinated to the human historical attitude of urban transformation. As the leading theory of the Public Art, the correctness of human historical ideas have direct influence on the result of the public art practice. Through retroactive modification of related city theory, the author renders and analyzes the human historical attitude that should be held in the process of urban transformation----to grasp the urban context for the axis, to respect history and tradition as the basis, to put the Humanism as the pulse of times , to strive to innovation, reform and the pursuit of new art forms and languages. In the paper, the author points that space aesthetic and human historical ideas should be two entries of urban public art action for the first, and then analyzes some specific the public art action under the guidance of the human historical attitude applying actual cases found in the process of learning and study abroad, and in the last stresses that the core soul of the Public Art action is guarding the Urban Context.
