As the global economy faces increasing downward risks,the Chinese economy is also undergoing a transformation from high-speed growth to high-quality development.In this context,the integration of port resources has entered an acceleration period,and the growth rate of port cargo throughput is slowing down.In order to adapt to the deepening of the national supply side structural reform,enterprises need to further improve their service guarantee capabilities and production quality.As an important means for enterprises to convey responsibility,adjust strategies,and improve profits,performance management is increasingly receiving attention and support,becoming an effective tool for accelerating transformation and development,improving quality and efficiency.Liaoning Port Group establishes a performance evaluation index system based on the overall production task,extracts applicable evaluation indicators based on the characteristics of each subordinate enterprise,and sets weights to evaluate the performance of the subordinate enterprises.This article is based on the concept of performance management in port logistics,and analyzes the current situation of performance management in Liaoning Port Group.Currently,the performance indicator system of Liaoning Port Group is limited by the content and dimensions of the indicators,and has not played a positive role in promoting port logistics production.The problems in actual operation are mainly reflected in the design of performance indicators.Firstly,the performance indicators have not been targeted,Secondly,the performance indicators failed to match the strategy,thirdly,the performance indicator system failed to achieve comprehensive assessment,and fourthly,the design of the performance indicator system failed to reflect healthy development;In terms of setting performance indicator weights,firstly,some key indicators have too high weights,while others have too low weights,which can lead to deviation in results and may affect employee motivation and performance evaluation.Secondly,the design of indicator weights is too hasty,often set by individuals based on work experience,and the weights are greatly influenced by personal preferences.Therefore,the design of assessment indicator weights lacks scientific and reasonable rationality.According to the existing problems in the logistics performance evaluation of Liaoning Port Group,this paper uses the balanced scorecard theory to determine the strategic theme of Liaoning Port Group from the four levels of finance,customers,internal processes,learning and growth,and then identifies and extracts the key success factors based on the strategic theme,and draws a Strategy map based on this,combined with the Strategy map of Liaoning Port Group,optimizes and improves the logistics performance index system.At the same time,in order to ensure that the weight design of logistics performance indicators is more scientific and reasonable,this article uses the Analytic Hierarchy Process to calculate and determine the weight of each indicator.By applying the optimized logistics performance evaluation to subordinate enterprises and optimizing the original indicator system and weight setting of subordinate enterprises,Liaoning Port Group’s subordinate enterprises have shown a significant upward trend in overall logistics performance under the implementation of the new logistics performance evaluation system,with improved profits and throughput.This provides some reference for other port groups to optimize logistics performance evaluation.
