With the advantage of Monitor and Control Generated System(MCGS),which has a simple, flexible and visualiable interface, the system makes the electrical component into classes in primary system, and then found a figure database. The corresponging parameters are also placed in the Real-Time Database. Users can get the primary system by clicking the corresponding object, and the primary system is also configurated. By analyzing operated state of load in power system and optimized combining of switch sequence decision-making, a Rule-Based knowledge express is brought forward in operation strategy window, and a knowledge base is formed based on Expert Systems(ES). Inference engine is established to control the system by using Programmable Logic Controller(PLC) in slave controller. The system can communicate in master and slave contoller by the interface of RS-232.The main distinguishing features of the system are the following:(1) Found a friendly user interface.(2) MCGS is a Chinese software and its scripting language is similar to Basic,so operator who doesn't master advanced language also can maintenance the system.(3) Established a comprehensive knowledge base. According to the different tasks of switching operation, different strategies can be constructed.(4) Animation preview. The operating items can be previewed by the "continuous" ,"closed" and alarm of Misoperation of Corresponding components in substation drawing,which can play the role of inspecting operating items,Simulating and training.(5) Users are graded. Users are graded according to their purview which can ensure safety of the system.(6) Database, knowledge base and inference engine of substation are separated.
