The steam turbine whose actuating medium is the steam is a kind of kinetics engine that can convert the thermal energy to kinetics energy. Its advantage is strong power, high revolutions, high efficiency, stable operation and long lifetime. Whether in convention power station or in nuclear power station, all these engines of generator are steam turbines.The steam turbine made by GEC ALSTHOM corporation has special advantage and has been imported a lot of to those local power enterprises. Because the turbine governing system of that is very expensive, the local production has become urgent.This paper, first, establishes the dynamic mathematics model of object system and analyzes that model.Based on the analyse of the GEC-ALSTHOM steam turbine governing system in detail, the difference between the DEH licensed by Westinghouse corporations and that is compared and gets the characteristic of that.After sufficiently understanding the governing system of GEC-ALSTHOM steam turbine and considering the situation of the local power system, the DEH-IIIA which is suitable for GEC-ALTHOM steam turbine is designed.On these problems of the stability, the robustness, the detection of failure, the redundancy, the management of lifetime and so on, the preliminary feasibility is discussed.
