The Vessel Traffic Service abbreviated VTS, its function are: ensuring safety of navigation of vessels, improving the efficiency of vessel navigation and prohibiting the circumstances being polluted. At present, most VTS only give their importance on management function while give less on their social and economical profits , especially in China, the VTS is a social project in sense of governmental finance, so we give too much importance on VTS management while give less one on how to improve its profit. As a result, the functions of VTS are not fully developed, the profit are very low, especially, the scope of some VTS are not reasonable because of it's blindly investment; it caused a large plenty of resources consumed, so as to lose many economic profits seriously. Because it's blindly investment is large and its indirect social revenue is mainly while its straight economical revenue is relatively less. In order to overcome the low efficiency and to get the best profit, it is necessarily to study the cost and revenue of VTS as well as its evaluation.For all this, the research about profit of VTS is begin by scholars and experts on abroad and in our country, they researched the cost, revenue of VTS with different views, but all of them have their limitation: having less research on improving the profits of VTS; having less a reasonable system about evaluation of profits of VTS; giving more attention on analyses about revenue of VTS while giving less attention on its calculation.According to the research on VTS profits all around the world, the article do a creative research in calculating the VTS profit, evaluating the VTS profit and how to improve the profit of VTS using way of evaluation in safe economical scientist and so on.The study working of the article is mainly in five aspects:— The classification of degree of VTS management and analysis the relationship between degree of VTS management and its cost - revenue.— The way of VTS cost calculation.— The analysis of VTS revenue and its calculation.— The analysis of frame of VTS profit and profits evaluation indices and a factual example of evaluation.
