Under the background of rapid economic growth and the huge need of energy, the transportation of oil become more and more importan. Even the oil sea transportation has a long history, the accidents happen here and there, lead to much loss for shipping company, people coastwise, and entironment.National transportation of oil at sea include ocean and coastal parts. Comparing with the serious need of oil transportation, our capacity of oil fleet is not enough, and the average age of the fleet is old, not fit for safe transportation of oil at sea. oil is special cargo with flammability, the oil atmosphere is explosive, once the accident happen, the huge loss is unavoidable. Our oil transportation characteristic as following: huge risk, a long voyage across troublesome ocean area, unreasonable structure of fleet. According to the statistics of marine accident, the main reason is the shipping manager and the equipment and instrument of vessel. It mean the problem is in the shipping management.National ocean oil transportation usually is carried out by foreign tanker, and our fleet only share 10%. And the coastal oil transportation is carried out by our old vessels. Accordingly, writer research in the two aspects. The first, as our fleet is old, and the reliability is not good, we should research the theory of reliability, improve the maintenance of vessel and give more practice of seaman on board in order to avoid the accident. It is necessary to make out a maintenance plan for our vessels and keep it updated with the condition of particular vessel, make a storement of the standard component with enough quantity and quality. The second, as the the foreign tanker is chartered frequently, we should fix the right vessel type, and supervise the tanker owner to assign the seaworthy vessel, if vessel has a bad condition, the charterer should refuse ,and then reassign vessel for subject transportation, once vessel is qualified, the freight rate is the importantest factor for selecting vessel, if the freight rate is same, the cost, risk, and others should be concerned synthetically.In conclusion, our shipping manager should enhance the management of vessels.improve the reliability of vessels and seamen's efficiency of repairing machine. On the other hand, vessel selecting is important, and should be done after concerning cost, risk and others synthetically. The safty of transportation is the focus of shipping staff, so every shipping manager should take care of it, report the relevant data, conclude useful information.
