Centralized control system, the automatic system which supervises and manages multiple unattended substations in a centralized way, is established between the dispatching system and substation. It comprehensively controls and manages the substations of interest in the local power grid level. In addition to owning remote SCADA function, it can use various detailed information being collected to make analysis and decision. It is especially good at dealing with specific problems, and is the intelligent information-processing node before the automatic district dispatching system.In this paper, first, the background of research topic and main content concerned are introduced. Then, the history, current situation, functions and properties of power grid dispatching automation as well as the properties of centralized control are described. Next, both of the overall construction design and individual function module design are discussed in conjunction with a real project - Anping substation centralized control center of Fujan Shaowu power supply bureau, with the design principle of safety restriction subsystem on remote control being emphasized.
