International Maritime Organization has, aiming at various risks of security faced by international society, especially 9.11 accident in U.S., adopted a new amendment to INTERNATIONAL CONVENTION FOR THE SAFETY OF LIFT AT SEA (SOLAS). A compulsory International Ship and Port Facility Security Code (ISPS Code) has been newly-added in the amendment. International Ship and Port Facility Security Code applies for international ports, shipping companies and ships of all contracting governments. Shipping companies and Port facilities are urgent to understand and master the knowledge and methods of risk analysis and security assessment in order to meet the compulsory requirements of international convention, ensure the normal operation in navigation and transportation and prevent from various security risks. It is an important practical meaning to strengthen theoretical research in such aspects.This article makes a deep research in application of the assessment of risk analysis in ship security assessment, proposes a method of risk-based decision making (RBDM) to help assessment of capability of ship's security, that is, a method of risk analysis-based ship security assessment.This article has, in accordance with the characteristics of ship's security and aiming at the key points of risk assessment, established rank of vulnerability, rank of potential consequences, standards of risk assessment which are applicable for ship's security assessment, proposed a simplified method of risk assessment.This article, with an example of ocean-going oil tanker, was a method of risk analysis, combines the requirements of SOLAS convention and ISPS Code, makes an analysis of a real ship with the method of risk analysis-based ships security assessment, provides a set of reasonable, practical and systematic method of ship's security assessment for shipping companies, audit and certification authorities and any personas carrying out ship's security assessment. The content of this article has a practical value for ship's security assessment and verification in shipping industry.
