Objective: To study how to establish import-steel- cargo storage center in practice, including two sides: site selection and inside scale. Method: On basis of statistical data from minmetals, by using mathematical model and computer model, selecting a appropriate site , building a reliable model, simulating a operational procedure during 100 days and arranging more effective project. Site selecting and inside scale will have each model and each simulation, but inside scale will be discussed primarily. About site selecting, nonlinear programming will be used. Result: Enough devices will be fixed on right position and flexible methods of storage center can improve efficiency of operations at storage center. Actually, while flow of import steel cargo change, numbers of devices and operation methods usually need to be adapted, on basis of minmetals data, when 375 containers arrive at seaport everyday, storage center must be provided with at least 20 trucks , 8 discharging devices and 55279 MT cargo storing capability. On the other side, above numbers is average ones, each inside scale including device or storage will be controlled under appropriate scope, so text will discuss an important relation of scale flexibility and efficiency. Conclusions: Any arrangement about storage center will have self-characteristics, even at the same storage center, any changes may result in serious problem. So model and simulation are not only important methods of building center, but also are our most best supervisor.
