| There are two main ways to control vehicle emission pollutants. One way is to reduce the emission standard limits of new vehicle and prevent the new vehicle with high emission from manufacturing. The other is to improve the management, examination and maintenance for in-use vehicle and keep purification ability of pollutant control device is good by system and technology. The I/M program (Inspection/Maintenance Program) is implemented to control the emission level of in-use vehicle in developed country. It is proved that I/M program can play a maximum purification role itself and assure the emission pollutants amount of in-use vehicle to meet the limits of standard, and the I/M program is also a long-term and effective management measure. The function of I/M program is similar with that of the emission standard of in-use car in our country. In order to ensure the two national standards of GB18285-2005 and GB3847-2005 can be implemented successfully in Xi'an, this study is conducted, which can provide some reference information for instituting the local standard of Shanxi Province.This paper analyses the emission standards of new vehicle and in-use vehicle, introduces Type Approval and Conformity of Production systems of the overseas three main laws and regulations and the related situation of our country, and also analyses the history of the emission standard in-use vehicle and the concrete implementation situation in our country. This paper also analyses the application, limits, operating mode and instrument of each test measure in the national 2005 emission standard. According to "The test standard of emission in-use vehicle" and the current economical level and the vehicle condition in Xi'an, the basic type regular test system should be chosen in Xi'an. Refer to the request of the new national standard, the execution of the national standard in Xi'an is divided into temporary period and operative period, so that idel speed condition can transit two-speed idle condition and simple driving mode condition, and free-speed smoke condition can transit Lug-down condition, the request of GB18285-2005 and GB3847-2005 is achieved.
